The Vietnam- Australia Human Resource Development Program (Aus4Skills), managed by Tetra Tech International Development Pty Ltd (Tetra Tech International Development) is looking for a Short-term Communications Coordination Consultant to provide critical support to the Strategic Communications team. Qualified local candidates are invited to submit their applications in accordance with the detailed Scope of Services (SoS) outlined below.
1. Aus4Skills Program Overview
Aus4Skills Phase 3 is a AUD 90 million investment of the Australian Government over ten years, (2025 to 2035) to progress the goal of enabling Vietnam to realise its human resource development priorities in agreed sectors while promoting a stable, secure and prosperous Vietnam. Building on previous phases of the program, Aus4Skills Phase 3 will continue to support Government of Vietnam partner ministries to support policy priorities, while maintaining flexibility to respond to emerging needs and opportunities.
Australia and Vietnam are long-standing partners in the human resource development sector through a decade of bilateral support and enduring institutional linkages. To-date, Aus4Skills has supported delivery of Australia Awards Scholarships (AAS) and alumni engagement, vocational education and training (VET) sector strengthening, and public sector leadership strengthening through the Vietnam Australia Centre (VAC).
Aus4Skills Phase 3 will contribute to building Australia’s reputation as a trusted and visible partner in supporting a stable, secure and prosperous Vietnam through a focus on three key components that align with Vietnam’s National Socio-Economic Development Strategy for 2021-2030 (with a vision to 2045) priorities and the Australia-Vietnam Development Partnership Plan 2024-2028:
- Higher Education including support for AAS, alumni engagement and targeted activities overseen by the Ministry of Education and Training.
- The Vietnam Australia Centre (VAC) delivered in partnership with the Ho Chi Minh National Academy of Politics, in collaboration with the Australian Embassy (Hanoi), the Office of the Government and the Ministry of Foreign Affairs, and
- Industry informed Vocational Education and Training (VET) overseen by the Directorate of Continuing Vocational Education and Training, Ministry of Education and Training.
2. Activity Background
The short-term Communications Consultant provides operational support to the program’s strategic communications, events delivery and public relations.
3. Activity Purpose/Objectives
The short-term Communications Consultant will provide critical support to the Strategic Communications team in:
- Support operational planning and workflow coordination;
- Routine content drafting and production;
- Supplier coordination and records management; and
- Others practical delivery support to the Communications team.
4. Key Activities
- Assist in the development and production of communications materials, including but not limited to flyers, fact sheets, booklets, posters and videos, ensuring compliance with Aus4Skills and Australian Government branding guidelines.
- Draft, edit and format routine communications content for digital and print channels, ensuring consistency with program messaging and branding requirements.
- Liaise with suppliers, subcontractors and service providers to support the production and delivery of communications and promotional materials across multiple platforms.
- Provide logistical communications support for activities and events, including coordinating photographers, videographers and other service providers as required.
- Support component teams in the preparation, distribution and management of promotional materials for events and other program activities.
- Maintain organised records and filing systems for communications assets, ensuring the effective storage, management and retrieval of media content and related materials.
- Support the integration of gender equality, disability and social inclusion considerations into communications content and activities where appropriate.
- Provide administrative and operational support for communications planning, workflow coordination and routine team activities including close coordination with the Procurement Lead to obtain and compile all required supporting documents to facilitate timely payment to suppliers.
- Assist in responding to ad hoc requests for communications information, materials or support from the Australian Embassy, Consulate and other stakeholders.
- Undertake other communications and administrative duties as reasonably required to support the Strategic Communications team.
5. Timelines
- Expected Contract Commencement Date: 15 October 2026
- Expected Completion Date: 31 December 2026
- Indicative level of effort: Up to 30 working days over the contract period, allocated indicatively as follows: October (8 days); November (12 days); December (10 days). The above allocation is indicative and is provided for planning purposes only. The Consultant’s engagement and payment will be assessed based on the satisfactory completion and acceptance of the agreed deliverables and milestones, rather than on the number of days worked. The timing and allocation of effort may be adjusted in consultation with the Aus4Skills Strategic Communications team to respond to operational priorities, while remaining within the overall scope and contract period
6. Expected Outcomes, Deliverables and payment schedules
By the end of the assignment, the Strategic Communications team will have received timely and practical operational support for communications planning, content production, supplier coordination, event communications, digital platform updates and communications records management. Communications materials will be prepared in a professional and consistent manner and in compliance with Aus4Skills and Australian Government branding requirements
7. Deliverables
The Consultant will be expected to deliver:
- Communications materials, including flyers, fact sheets, brochures, posters, social media assets, presentations and videos, as requested;
- Edited and formatted communications content for digital and print channels;
- Coordination and logistical support for communications suppliers, service providers, photographers, videographers and events;
- An organised communications asset and records repository;
- A Final Assignment Report and Handover Package summarising completed activities, outputs, outstanding actions and recommendations.
8. Qualifications and Experience
The Consultant should have:
- A university degree or equivalent qualification in communications, public relations, journalism, marketing or a related field;
- At least 3 years of relevant experience in communications, content development, public relations or a related area;
- Demonstrated experience in developing and editing communications materials for digital and print channels;
- Experience coordinating communications suppliers, service providers and/or events;
- Strong written and verbal communication skills in English and Vietnamese;
- Good organisational skills, attention to detail and ability to manage multiple tasks within deadlines; and
- Experience working with government, donor-funded or international development programs is desirable
